Impacts of Senate Bill 596 and Other Low Carbon Policy Initiatives in California

Presented byTom Tietz of the California Nevada Cement Association. Since 2017 there have been a wide variety of concepts that have been proposed to reduce carbon emissions for California cement and concrete levels at state and local levels. These have included legislation, local measures, and building code proposals to limit embodied carbon. Some of these initiatives were being created by entities with little understanding of the complexities of cement and concrete production and value chain. This spurred the California Nevada Cement Association to produce a carbon neutrality plan released in 2021. The purpose of this plan is to proactively engage in removing the barriers to decarbonization and to provide a foundational reference for the pathway to carbon neutrality for cement consumed in California. One significant outcome is that this plan provided the framework for Senate Bill 596: Greenhouse gases: cement sector: net-zero emissions strategy. This presentation will highlight the components of CNCA’s carbon neutrality report, the direction of SB 596 (the first sector-specific net zero bill in California history) and other policy initiatives in various forms of current development.
